cool on the starting up a business. i think doing the blog.gm.com is a great idea-- i just went to this youtuber's business site and he does the same exact thing for his blog. funny thing is, his site is a software development business too! so it's all good i'm assuming!
as for starting it up/taxes/etc., ummm, not entirely sure what you are asking. if you mean do you still have to pay taxes when no income is coming in, then the answer is no. you'd just file as a hobby and say you didn't make any money or are in the negative sphere of things i guess. but don't ask me-- i'm no accountant, that's for sure!
and i do believe you could definitely still get unemployment-- at least partial. i'm sure when yout get unemployment they ask are you anywhere else. the whole idea of UP is they try to accomodate your expenses from that which you were used to. if you were making 40k a year, but now are only thinking you'll make like 20k starting out with a business (which is an extremely high estimate on ANY business b/c u don't know if you will fail or not), they will compensate for that 20k you are missing. sure they won't give you a full paycheck, but u get the idea. also, sis-in-law got UP when she was still getting paid at the nail salon, and she didn't even know it was possible. so there ya go. just go to washington's state gov site and look it up. it's not as scary as it seems, really. if you can create software, you can definitely figure out how to file for UP. simple stuff.
p.s. when you have a sole proprietership, you should always file as a hobby anyway. *wink*
